ProPublica—a nonprofit investigative journalism outlet based in New York City—maintains nationwide tax return records for organizations filing as tax exempt with the Internal Revenue Service. Based on 2024 revenue, the top-earning Texas officials in both the Girl Scouts and Scouting America, previously known as the Boy Scouts of America, were all making six-figure salaries.

The platform’s Nonprofit Explorer identified 13 Girls Scouts of America nonprofits and 51 Scouting America nonprofits operating in Texas.

While Girl Scouts of America is headquartered in the north, Scouting America is headquartered right in Irving, Texas. All of the highest-paid officials in Scouting America were employed by the national Texas-based organization.

Making more than half-a-million dollars in 2023, former CEO Roger Mosby ranked as the No.1 highest-paid employee statewide, earning $666,473. Mosby led the national chapter until Jan. 3, 2024, according to ProPublica.

Mosby was succeeded by current president and CEO Roger Krone, who made $594,817 in fiscal year 2024.

The organization's secretary and general counsel, Joseph Zirkman, ranked third among the highest-paid officials, compensated $481,925 in that same year.

Two other employees of the national headquarters rounded out the top five: Lisa Young, ACSE EVP chief admin officer and chief of staff, making $404,658, and Chastity McReynolds, chief development officer, making $403,888.

More akin to salaries for Girl Scout officials in Texas, Marvin D. Smith—CEO, scout executive, and secretary of the Sam Houston Area Council—made $381,271. Sam Thompson, scout executive of the Dallas-based 571 Circle Ten Council, took home $338,968.
